The Speed Table
To eliminate disputes over who is faster, there is a Speed Table. Each Race will have a default speed of 0. This speed can be increased upon with Special Characteristics, Items, or Abilities that increase speed. For every Special Characteristic or Item that a character has that boosts the character's speed, they may add a permanent +1 to their default speed. In a Role Play, if a character has an Ability that boosts speed, they may add a +1 to their default speed each post this Ability is used (This of course resets once the Role Play it is used in ends.)
The maximum speed that a character can travel is +50. Not everyone will be able to reach this speed.
Speed incorporates into the Physical, Energy and Reaction categories:
Physical: The speed of one's punches, kicks, and body movements
Energy: The casting time of energy based projectiles.
Reaction: The ability to dodge. Higher speed = faster dodging

Speed Definition is broken down into 5 categories.
Below normal
Normal
Superhuman: peak range: 300 MPH
Speed of sound: Mach-1
Supersonic: Mach-2 through 35
0: This is an ordinary Human's speed. There is nothing special here. An ordinary, average person. Below normal. 5 mph.
+1: Normal. An average person who runs daily, 10 mph.
+2: Normal. A semi-athletic person, a seasoned runner. 15 mph.
+3: Normal. A veteran runner. 20 mph.
+4: Normal. A peak human runner. 25 mph.
+5: Normal. peak range: 30 MPH
+6: Normal. peak range: 35 MPH
+7: Normal. peak range: 40 MPH
+8: Normal. peak range: 45 MPH
+9: Normal. peak range: 50 MPH
+10: Normal. peak range: 55 MPH
+11: Superhuman: peak range: 100 MPH
+12: Superhuman: peak range: 150 MPH
+13: Superhuman: peak range: 200 MPH
+14: Superhuman: peak range: 250 MPH
+15: Superhuman: peak range: 500 MPH

Special Note: All speed-related capabilities and maneuvers must be spoilered or else they will be ignored!
Please ensure that you keep track of yours and your opponents speed, failure to do so is no one's fault but your own!
The faster fighter will always hit first!
Faster opponents mean faster movements!
In a normal situation, if an opponent is +3 faster than you, their movements will be slightly blurred.
If an opponent is +4 faster, their movements will be hard to keep track of.
If an opponent is +5 and higher, their movements will be invisible to the naked eye.
It would make sense for a fast character to also have high Perception. Moving at a blinding speed without the ability to see where you're going can produce deadly consequences.
